     HB  103  and  HB  104 were  HELD  in  Committee  for  further                                                              
     consideration.                                                                                                             
                                                                                                                                
Chair Mulder  noted that the purpose  of the meeting was  to allow                                                              
the Legislative Finance Division  to produce motion sheets for the                                                              
Department of Health and Social Services.                                                                                       
                                                                                                                                
Senator Donley MOVED to Restore the distribution of general                                                                     
purpose funds as allocated by  the Senate Finance Committee before                                                              
the committee  voted to  substitute Constitutional  Budget Reserve                                                              
funds for general purpose funds.                                                                                                
                                                                                                                                
David Teal, Director, Legislative Finance Division spoke to the                                                                 
motion.  He acknowledged  that  the motion  is  not required,  but                                                              
emphasized  that without  it  there would  be 160  motions in  the                                                              
Department  of  Health and  Social  Services'  budget without  the                                                              
change. One hundred of the motions  would be due to the failure of                                                              
the Constitutional Budget Reserve vote.                                                                                         
                                                                                                                                
In response to a question by Representative Davies, Mr. Teal                                                                    
clarified  that the  Senate  position would  be  zero without  the                                                              
amendment due  to the  failure of the  CBR vote. The  house number                                                              
would be  the only  number available. The  change would  allow the                                                              
committee to focus on the real changes between the bodies.                                                                      
                                                                                                                                
Senator Hoffman observed that the motion is for discussion only                                                                 
and questioned if  the Senate numbers would remain  zero. Mr. Teal                                                              
acknowledged that  the Senate numbers would remain  zero. The bill                                                              
could not be changed.                                                                                                           
                                                                                                                                
Representative Davies questioned if the Senate numbers could be                                                                 
achieved.  Mr. Teal  observed  that the  Senate  numbers could  be                                                              
reached, but that  it would be a violation of  Uniform Rule 42. He                                                              
added that  Uniform Rule 42  has been consistently broken  by past                                                              
conference committees.                                                                                                          
                                                                                                                                
There being NO OBJECTION, the motion was adopted.
